Miller, 23, kicked the winning goal for the VFL Tigers last Saturday in their Dreamtime curtain-raiser, to go with 13 disposals, 14 hit-outs and four clearances.
"His last quarter was outstanding. He competed well and played a really smart last few minutes when the game was on the line, and was a big reason why we were able to hang on in the dying stages," Richmond VFL coach Steve Morris said of Miller.
First-year defender Young made a successful return from a leg injury in the clash to record 10 disposals, three rebound-50s and three marks on managed game time.
"Really solid game from Tylar after a couple of weeks out with injury. He did a great job defensively," Morris said.
The inclusions replace Nick Vlastuin, who will miss the game after suffering a corked leg in last weekend's Dreamtime at the 'G match, Thomson Dow, who has been omitted, and Judson Clarke, who was last week's activated substitute.
Dow and Clarke have been named as emergencies, alongside Noah Cumberland and Sam Banks.
The Tigers will confirm which player steps into the 23 to be the substitute 60 minutes before the opening bounce.
Richmond will be wearing its 2023 Dreamtime jumper for the second week of Sir Doug Nicholls Round, designed by assistant coach Xavier Clarke and his family.
The game, which will be interm Head Coach Andrew McQualter's first at the helm, kicks off at 1.10pm and will be broadcast live on FOX FOOTY and Kayo Sports.
McQualter said the energy from the group had been "outstanding" in an emotional week as the Club deals with Damien Hardwick's resignation.
"The players have been unbelievable... It's pretty clear that we've still got belief in the way we play," he said.
"We spent all Monday dealing with the sadness of 'Dimma' stepping down and the emotion of that, but essentially on Tuesday we had to get to work. And as a coaching group, we've been able to do that.
"Our system's stable and we have great leaders."
