Rebounding defender Houli, who was a late withdrawal from the Tigers' Round 4 win over Port Adelaide, has overcome a hamstring complaint to stage his return.
They replace Jack Graham and Connor Menadue, who have both been omitted.
Richmond’s four emergencies for the clash are Graham, Menadue, Ryan Garthwaite and Callum Coleman-Jones.
Shane Edwards will continue to perform captain duties in skipper Trent Cotchin’s absence.
